Keep Qualified Trust Services Accessible to European CitizensRetain Level of Assurance “Substantial” in Article 24

Joint Publications · February 1, 2023

As eIDAS 2.0 moves towards trilogue, ESD and leading European trust service organisations call for the retention of Level of Assurance “substantial” in Article 24. Removing it could exclude widely used eID schemes from access to qualified trust services and make qualified electronic signatures less accessible to millions of Europeans. The signatories call for a balanced framework combining strong consumer protection and security with user-friendliness and broad adoption.
