As eIDAS 2.0 moves towards trilogue, ESD and leading European trust service organisations call for the retention of Level of Assurance “substantial” in Article 24. Removing it could exclude widely used eID schemes from access to qualified trust services and make qualified electronic signatures less accessible to millions of Europeans. The signatories call for a balanced framework combining strong consumer protection and security with user-friendliness and broad adoption.

Vote for a Strong Sovereign Europe That Can Guarantee Data Protection Rights to Its Citizens and Control the EU Trust Space – eIDAS Art. 45
During the legislative process for the revision of eIDAS, ESD calls on Members of the European Parliament to support strong European rules for the recognition and display of Qualified Website Authentication Certificates (QWACs). ESD argues that citizens should be able to identify who is behind a website before sharing personal data, while EU-regulated trust services appearing on European Trusted Lists should not be subject to unilateral recognition rules imposed by private browser companies. A strong Article 45 can strengthen consumer protection, support the fight against cybercrime and ensure that Europe retains regulatory control over its own digital trust space. The position is supported by the PKI Consortium and Eurosmart.
